Your messages is violating the rules for excessive usage. The rules are the following:
max 2 messages pr 10 second to the same subscriber with identical message text
max 4 messages pr 60 second to the same subscriber with identical message text
max 20 messages 10 minutes to the same subscriber with different message text
Invalid RCV

The receiver number must be at least 9 digits.
