Your messages is violating the rules for excessive usage. The rules are the following:
- max 2 messages pr 10 second to the same subscriber with identical message text
- max 4 messages pr 60 second to the same subscriber with identical message text
- max 20 messages 10 minutes to the same subscriber with different message text

The receiver number must be at least 9 digits.
